The COCCS Council consists of representatives from CASS, ONMU and other relevant institutions. President (or vice-president) of Chinese Academy of Social Sciences and Rector of the Odessa National Maritime University is respectively Chinese President and Ukraine President of the Council. If the President is absent, his duties are performed by the Vice President. The Council is responsible for deciding on COCCS development strategy and annual work plan, and approving its annual budget.

The COCCS includes one Chinese Director and one Ukraine Director. The Directors are responsible for implementing the development strategy and work plan approved by the COCCS Council.

Based on the needs of COCCS development and operation, the COCCS will establish other relevant units and positions.
